Do Christians believe that God controls time of conception/birth?

Hi, I hope I'm in the right forum, sorry if I've got it wrong.

Anyway, on to my question. I am wondering about the Christian beliefs on the creation of individuals. Does God control the time of conception and/or birth? Does God create individual "wills" or personalities for each soul?
