It is natural, in most cases, for parents to have unconditional love for their children that being said, I am sure your mother never stopped loving your brother.

Yeah, she did love him.

Sorry, I didn't address your post. I can't tell you what you want to hear...I have struggled, and do struggle to forgive.
Self righteous family members often lecture on it, while ignorantly sitting on a heap of their own unforgiveness.
Jesus's words are crystal clear, in His parable of the unforgiving servant
Matt:18:32-35 Then his master, after he had called him, said to him, ‘You wicked servant! I forgave you all that debt because you begged me.
33 Should you not also have had compassion on your fellow servant, just as I had pity on you?’
34 And his master was angry, and delivered him to the torturers until he should pay all that was due to him. “So My heavenly Father also will do to you if each of you, from his heart, does not forgive his brother his trespasses.”

Forgiveness, according to Jesus, must be from the heart, not the mouth.

The Lord can heal the wounded heart, against even the vilest of crimes.BUT, forgiveness comes from The Lord. It's a gift.

I told you that I already understood that. People already lectured me.

But you have to understand that there is a huge difference between God forgiving people and man forgiving people. My mom loved my brother, but she was hurt by him. She would never wish anything bad on him. God on the other hand tortures people he doesn't forgive. So, there is a huge difference.

I am going to share this with you. I did not want to because the judgment of other Christians can be very harsh, well actually the judgment of the Bible is harsh. But I am sharing with you, even though I will be told something that I don't want to hear.

The Bible tells us that if you do not forgive other people, you will not be forgiven. My mom was a believer in Jesus Christ. She really wanted to please Him. But my twin brother had hurt her. Before she died admitted that she was unable to forgive him for hurting her. All my life she taught me the Bible. She had an amazing testimony of how she became a Christian. But she died with some hurt and anger. Now, I am so scared that she will not enter the kingdom of heaven. Jesus gave the testimony of the unmerciful master. She admitted that she was being a hypocrite. She couldn't understand why she wanted some of her kids to forgive her, but she can't forgive one of her other kids. She did not hide her sin. She died with unresolved issues with my twin brother. I am scared that this has sent her to hell. She had so much love growing up. But she was far from perfect. She was so hurt by my brother, and she couldn't let it go.

I know that praying for God to have mercy on her soul is worthless. But I can't help it. She considered herself as a child of God. But she failed in some areas. You read the Bible, and anyone can still fail as a believer.

According to John Piper, if you don't forgive you are in danger of hell. I am so scared for my mom.

Edit: I don't think people can answer this question. I have decided that I can't change anybody's destiny. I myself don't believe that I am saved so I shouldn't worry about my mom. But hopefully God had mercy on my mom.
If your mother was a victim of your brothers sin, that is, if what he did was unjust, a punishment is due. If she didn't want him to suffer due punishment she did forgive him. One can still feel anger for what happened.
