Display hiccups

While at this website (so far I haven't seen it while at any other), on certian pages (haven't found a pattern yet), the monitor will ...... er..... uh..... hiccup when ever the cursor rolls over a button or link. Any hints?

I realize that the word hiccup sounds odd, but it's as close as I can get to what it's doing, lol. It's a flicker, the whole display flickers.

I do a good bit of surfing, but I have yet to see it on any other site.

Funny thing, it's not even doing it today!! But it would flicker when rolling onto the button, then once again when rolling off. I thought it was a "buffer" prob too, so I dumped the temp folder and rebooted and the prob stayed. I still can't find a constant, it comes and goes.
