This is a paradoxical statement,not uncommon in Bibical narrative.
It is logical due to God being the creator of all things.
The question is did God Purpose evil,or does evil exist from free will?
It boils down to the old debate between Calvinism, or Arminianism.

Why wasn't he created like new earth people will be-without potential sin?

And if the devil is jealous we can be saved, why did God create him with kinetic sin? Because he had to test his creation no matter how tragic their choices will be?

So when we die and go to heaven the devil will be there with us-that doesn't sound bibical?

Doesn't he just have limited access to heaven like in Job? He's not a heavenly resident.
