Out of all of the commandments in the OT, how can we determine which is the greatest commandment to which all of the others are subordinate without relying on what Jesus said on the topic?

For example, are there commands such as those against murder, sexual immorality, and idolatry that we should be willing to die before we break that are more important than others? Should the command that is repeated the most often in the Bible be the greatest? Should the command that the Israelites were criticized the most for breaking be the greatest? Should the commands that have the highest penalty for breaking be the greatest? Should the 7 Noahide laws be the greatest? Why or why not?

Probably the one you are looking for is the worship of a false god. That's the reasoning behind the "mark of the beast". To receive the mark of the beast is to bow down and worship him or his image.

But it's interesting that you mention the Noahide laws. The Noahide laws were the covenant between God and mankind during the priesthood of Melchizedek. Notice what the writer to the Romans said:

Heb 7:11 Therefore, if perfection were through the Levitical priesthood (for under it the people received the law), what further need was there that another priest should rise according to the order of Melchizedek, and not be called according to the order of Aaron?

Heb 7:12 For the priesthood being changed, of necessity there is also a change of the law.

In Deuteronomy 6:4-5, God tells the Israelites, "Hear, O Israel: The Lord our God, the Lord is one. You shall love the Lord your God with all your heart and with all your soul and with all your might." Then Jesus Christ of Nazareth affirms this and adds that it is the "greatest commandment " in Matthew 22:36-40. "'Love the Lord your God with all your heart and with all your soul and with all your mind.' This is the first and greatest commandment. And the second is like it: 'Love your neighbor as yourself.'"

Both Jesus and the Jews gave the same answer to this question when asked - and the non-Christian jews (in Luke 10) were not relying on Jesus to give the right answer from Deut 6:5 and Lev 19:18

LUKE 10:
25 And behold, a lawyer stood up and put Him to the test, saying, “Teacher, what shall I do to inherit eternal life?” 26 And He said to him, “What is written in the Law? How does it read to you?” 27 And he answered, “You shall love the Lord your God with all your heart, and with all your soul, and with all your strength, and with all your mind; and your neighbor as yourself.” 28 And He said to him, “You have answered correctly; do this and you will live.”

In the case of the answer that the Jews gave in Luke 10 - they could conclude that those two commands from the Law of Moses are the distillation, foundation principle of the two major aspects of the TEN and of all law.

Indeed, that is where it states the greatest two commandments and where Jesus said what the greatest two commandments are, but it does answer my question about how we can determine what the greatest commandment is without appealing to what Jesus said.

I agree that other Jews were able to arrive that the greatest two commandments without appealing to Jesus, but how did they determine that?
