Derp = dork, stupid, silly, lame, etc. It's not used in a negative or offensive sense, but in a more lighthearted, comical sense. I don't know the origins but it's prevalent in geek culture.

It's geek culture, but I wouldn't call it non-negative. My first encounters with the word were in political discussions on Fark, and it was often associated pictures of the mentally disabled, implying that anyone who said something as stupid as what your opponent said must be challenged somehow. I try to avoid it because of what seems like mean spirited origins, but I admit to having forgotten and used it too.
