Daniel 7:6-7
KJV 6 After this I beheld, and lo another, like a leopard, which had upon the back of it four wings of a fowl; the beast had also four heads; and dominion was given to it. 7 After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly; and it had great iron teeth: it devoured and brake in pieces, and stamped the residue with the feet of it: and it was diverse from all the beasts that were before it; and it had ten horns.

6 “After these things, as I was watching, another beast like a leopard appeared, with four bird-like wings on its back. This beast had four heads, and ruling authority was given to it.
7 “After these things, as I was watching in the night visions a fourth beast appeared—one dreadful, terrible, and very strong. It had two large rows of iron teeth. It devoured and crushed, and anything that was left it trampled with its feet. It was different from all the beasts that came before it, and it had ten horns.

These are my thoughts, please share yours.
6 4 heads would have referred to four different rulers. Two set of wings may have referred to two different places for ruling. Its power was granted to it by the Lord.
7 This is reference to Rome but mostly to the reign of end times this reign will be the most fierce that the world will ever see.
