Daniel 4:13-15 King James Version (KJV)
13 I saw in the visions of my head upon my bed, and, behold, a watcher and an holy one came down from heaven;
14 He cried aloud, and said thus, Hew down the tree, and cut off his branches, shake off his leaves, and scatter his fruit: let the beasts get away from under it, and the fowls from his branches:
15 Nevertheless leave the stump of his roots in the earth, even with a band of iron and brass, in the tender grass of the field; and let it be wet with the dew of heaven, and let his portion be with the beasts in the grass of the earth:
Daniel 4:13-15 New English Translation (NET Bible)
13 While I was watching in my minds visions on my bed,
a holy sentinel came down from heaven.
14 He called out loudly as follows:
Chop down the tree and lop off its branches!
Strip off its foliage
and scatter its fruit!
Let the animals flee from under it
and the birds from its branches!
15 But leave its taproot in the ground,
with a band of iron and bronze around it
surrounded by the grass of the field.
Let it become damp with the dew of the sky,
and let it live with the animals in the grass of the land.

13 This is the king talking about his dream. Sentinel was what in his religion was angels so because the vision came from the true God it was an angel and not a false creature called a sentinel.
14 The tree represented the kingdom of Babylon which the voice which came from the Lord would have chopped down or defeated. The branches and the foliage and animals and birds all represent those who benefit from Babylon being in control perhaps favored kingdoms people maybe even their religious leaders.
15 The idea of Babylon would make room for other empires to come afterwards which would more kingdoms to come up and there would be stronger.
