Daniel 7:3 And four great beasts came up from the sea, each different from the other.

There is an Aramaic word used 20X in Daniel, and becomes a significant theme to his message.

Shenah [H8133]; which is translated 'different' (in bold) above, is more frequently translated

'change'(14X), beginning in Daniel chapter 2:

Daniel 2:8 The king answered and said, “I know for certain that you would gain time, because you see that my decision is firm: 9 if you do not make known the dream to me, there is only one decree for you! For you have agreed to speak lying and corrupt words before me till the time has changed. Therefore tell me the dream, and I shall know that you can give me its interpretation.”

When the Chaldeans tell Nebuchadnezzar that his dream cannot be interpreted, he suspects a conspiracy is a foot in making this accusation against them. He feels that because they are among other things prognosticators, and the king suspects that they are aware of an imminent change in government, they are breaking ranks from him to curry favor from the incoming regime.

Daniel then declares that these changes in the rule of man is in the Lord's Domain.
20 Daniel answered and said:
“Blessed be the name of God forever and ever,
For wisdom and might are His.
21 And He changes the times and the seasons;
He removes kings and raises up kings;

He gives wisdom to the wise
And knowledge to those who have understanding.

No Change In The Fiery Furnace

Daniel 3:

26 Then Nebuchadnezzar came near to the mouth of the burning fiery furnace, and spake, and said, Shadrach, Meshach, and Abednego, ye servants of the most high God, come forth, and come hither. Then Shadrach, Meshach, and Abednego, came forth of the midst of the fire.
27 And the princes, governors, and captains, and the king's counsellors, being gathered together, saw these men, upon whose bodies the fire had no power, nor was an hair of their head singed, neither were their coats changed, nor the smell of fire had passed on them.

Some modern translations state the coats were 'unaffected', further concealing the use of shenah.

The King Becomes A Beast

Daniel 4:16 Let his heart be changed from that of a man,
Let him be given the heart of a beast,
And let seven times pass over him.

Jumping back to chapter 7 and bringing in present circumstances

Daniel 7:
23 “Thus he said:
‘The fourth beast shall be
A fourth kingdom on earth,
Which shall be different from all other kingdoms,
And shall devour the whole earth,
Trample it and break it in pieces.
24 The ten horns are ten kings
Who shall arise from this kingdom.
And another shall rise after them;
He shall be different from the first ones,
And shall subdue three kings.
25 He shall speak pompous words against the Most High,
Shall persecute the saints of the Most High,
And shall intend to change times and law.
Then the saints shall be given into his hand
For a time and times and half a time.

Note that this final 4th beast is different from all others. Seeing how earlier empires were ruled by kings, one thought might be that Democracy is at the heart of this great change in government. More likely is a shenah is about to take place into some sort of corporate ruling body, from which one ruler rises to take on Christ.

26 ‘But the court shall be seated,
And they shall take away his dominion,
To consume and destroy it forever.
27 Then the kingdom and dominion,
And the greatness of the kingdoms under the whole heaven,
Shall be given to the people, the saints of the Most High.
His kingdom is an everlasting kingdom,
And all dominions shall serve and obey Him.’

28 “This is the end of the account. As for me, Daniel, my thoughts greatly troubled me,
and my countenance changed; but I kept the matter in my heart.”
