Carthage was the capital of one of the enemies of Ancient Israel. The Jews were suppose to wiped out certain pagans in the area. Did the Romans fulfill God's plan by wiping out Carthage and other pagans?
Carthage was the capital of the Carthaginian Civilization, but it was over in what is now Libya, not an ancient enemy of Israel. Carthage started as a Phoenician colony. The people that were/became the "Phoenicians" certainly had interaction with ancient Israel, but probably not Carthage, at least not in any measurable way. Rome fulfilled God's will in certain ways, but I do not think the destruction of Carthage was one of those ways.
