Mark 16:17 " And these things shall follow them that beleive in My name...they shall speak with new tongues.

Acts 2:38 "..Repent and be baptized everyone of you in the name of Jesus Christ fo the remission of sins, and ye shall recieve the gift of the Holy Ghost.

The first evidence of being baptized in the Holy Spirit is speaking with other tongues.

(Acts 1:13,14, 2:4 Acts 8:17-20 Acts 10:44-47, Acts19:1-6 1 Corinthians 14:18

What is the Holy Spirit?
A manifestaion of God (John 4:24)
Promise of God (Luke 24:49)
A gift (Acts 11:17)
The comforter (John 16:7)
A seal of ownership (Ephesians 4:30, 1:13-14)
A witness that He dwells in us and we in Him (Romans 8:9)

Why did God choose tongues?

He's soverign (Isaiah 40:13-14)
From the heart the mouth speaks (Mattthew 12:34)
Cheif means of expression (James 3:3-5)
Tongue is the most difficult member to control (James 3:5-8)
It's an obvious, external, uniform sign (Acts 11:15-17)

Now, there are a few different opinions as to what 'speaking in tongues' actually is. I'm sure you're aware of the charismatic view on it, which is expressing your love of Christ in the 'tongue of heaven'. Speaking in a non-understandable language, known only to heaven.

Another opinion is that it is referring to speaking the gospel in another language. For example, telling someone of the truth about Christ in Ukrainian when you've never known Ukrainian in your life.

Acts 2:1-22

When the day of Pentecost came, they were all together in one place. 2Suddenly a sound like the blowing of a violent wind came from heaven and filled the whole house where they were sitting. They saw what seemed to be tongues of fire that separated and came to rest on each of them. All of them were filled with the Holy Spirit and began to speak in other tongues as the Spirit enabled them. Now there were staying in Jerusalem God-fearing Jews from every nation under heaven. When they heard this sound, a crowd came together in bewilderment, because each one heard them speaking in his own language. Utterly amazed, they asked: "Are not all these men who are speaking Galileans? Then how is it that each of us hears them in his own native language? Parthians, Medes and Elamites; residents of Mesopotamia, Judea and Cappadocia, Pontus and Asia, Phrygia and Pamphylia, Egypt and the parts of Libya near Cyrene; visitors from Rome (both Jews and converts to Judaism); Cretans and Arabs--we hear them declaring the wonders of God in our own tongues!"
