The problem with Gender Dysphoria is that their perceived gender based on their brain structure is different than what their genotype and phenotype are.If you say "I'm changing my gender", and then remove your genitals, and then say "My gender is changed", then gender and sex really don't seem to be different things, right? I'm not confused at all.
When I claim to be something, I am telling other people that I am something.
When I believe I am something, that is purely internal.
"Identify as" can, I suppose, have both meanings in different contexts--but when we talk about sexuality and gender it is usually the latter. Closeted people, for example, claim to be something quite different than they believe they are.
The only aberrant behaviour is the fact you see gender and sexual preference as fixed into certain patterns.
You can make claims just to yourself, as well. After all, a claim is just an assertion. If I assert to myself that I am the fourteenth reincarnation of Quatzecoatl's pet capybara, honestly believing I am, then I identify as such, even if only to myself.
Everyone sees them fixed into certain patterns. For example, XY expressing itself as male gonads and features is a pattern, and XX likewise is also a pattern. That's just biological science.
It's not necessary to 'make claims' to yourself unless you're living in denial of something

It does generally start out with living in denial of who you really are. I know I did that until I was almost 32. Transition helps with that.
The term is no longer GID though. It was changed to Gender Dysphoria to be more correct and descriptive.
Gender is an energetic function:
Male is penetrative, female is receptive.
Male is the contained, female is the container.
Male is projective knowledge, female is receptive wisdom.
Male is the objective and external like traditional science.
Female is subjective and internal like traditional religion.
Each soul must master both functions harmoniously to be whole and balanced.
