What is that?

Back before TV ran all night, at around midnight or a little after, it would go off the air, and that was what they had on the screen to take the place of just static/nothing. Then the infomercials came along and TV ran all night or so.

It's actually a tool used to adjust the color or whatever on the old TV sets that required those things.

OK, it was for black and white TV's and was evidently around 15yrs before I was born. I recall it into the 60's and maybe early 70's.

There's one for color adjustment. We got our first color TV in the mid to late 60's.
