That's because the people we elected are too chicken to do anything. They know that if they do anything that could possibly be interpreted as "bad," the media will milk it until it's dry, ruining the chances of them getting into office. Matter of fact, when Kucinich introduced a bill to impeach Cheney, it wasn't the Reps who voted it down, it was the Dems!

Besides, it was the conservative congress that passed the patriot act, probably one of the biggest violations of our rights in recent history. The rest? Hogwash.
