Romans 14:21 It is good neither to eat meat nor drink wine nor do anything by which your brother stumbles or is offended or is made weak.
This verse tells me that the weaker brother is the one who believes eating meat and drinking wine is sinful or wrong.

Paul is not talking about eating meat and drinking wine in general. He is talking about eating food that is offered to idols. The weaker brother is the one who thinks that idol sacrificed food is no good. The stronger brother knows that the idols are not real and thus the food is ok. The point is on food sacrificed to idols.
It is not right to take this verse and apply it as a general principle of eating and drinking. You cannot ignore the main pervading subject of idols, separating the instruction on food from its context. You are doing a similar thing to what you accuse the health ministry of doing.
