The previous verses lead up to that conclusion. God chooses people genuinely incapable of doing what God wants to do through them. As a result, the person will be aware that it was God that was responsible for whatever God wanted him to do. He cannot boast about anything he himself did, but can boast about the Lord (regarding what God accomplished).
