That is not the intent but it was certainly done in the previous administration on a frequent basis to do things that would never have been approved by Congress. Most of those things have been rescinded now by new executive orders.I mean an executive order is used to bypass the normal decision making through congress etc.
The economy had been improving since 2009.no not necessary, several of his executive orders countered the orders of the previous president. Much of the improvement in our economy was a result of his executive orders.
