You didn't say what app that you were using to open the pics... MS Imager? Internet Explorer? other ?...
More than likely, your index.dat file is too big.
Navigate to where IE saves its temp files, find index.dat, delete it...
or
Create a new folder - EXAMPLE ---> C:\ProgramDataStores | create a new folder inside the new "C:\ProgramDataStores" - EXAMPLE ---> C:\ProgramDataStores | IE6
now... go to where IE saves the temp files -
right click on Internet Explorer on your desktop
select properties
the "Internet Properties" box comes up
select "Settings" button
select the "Move Folder" button
Browse for Folder box comes up... navigate to where the "new" C:\ProgramDataStores | IE6 folder is
click OK
IE will create a new index.dat for you

Next, I'd try checking\changing your file associations...
One quick thing that you can do is put a shortcut to the viewer of your choice into your SEND TO folder. To fix the association permanently, you left click once on the file icon, then hold down the shift key and right click. The menu that pops up includes "Open with". You click that. In the box that comes up, there's a checkmark place for "Always use this program to open this type of file." Tick that, then find the program that you want to use.

SYMPTOMS
When you click the Save Picture As button for a graphics file in Microsoft Internet Explorer, you may be able to save the file only as a .bmp file even if the file is in another format (such as GIF or JPEG). The file name may also appear as "Untitled."
CAUSE
This issue may occur if either of the following conditions is true:
This issue may occur if your Temporary Internet pages cache is full.
This issue can occur if you have "Do not save encrypted pages to disk" selected in Tools, Options, Advanced Tab and are loading the page over a secure connection (https).

WORKAROUND
Depending on the specific cause for your issue, use one of the following methods to work around this issue.
Method 1
Delete the temporary Internet files. To do so, click Tools, click Options, click the General tab, and then click the Delete Files button.
Note To locate the Temporary Internet Files folder, click Options on the Tools menu, click the General tab, and then click Settings. The current location appears in the Settings dialog box.
Method 2
To work around the problem, click Tools, click Options, click the Advanced tab, clear the Do not save encrypted pages to disk check box, click View, and then click the Refresh button.
