It was started in 2009, but I don't think there was any recognition from the government at that point - it was just activists doing activist things. I believe Biden was the first US president to make it official in 2021.

I have no issue with having a day of visibility for Trans people, it is a reminder I need to pray for people who are suffering, even if I fundamentally disagree with their worldview, desired changes to society and their solutions to their challenges. Better to have open debate, rather than things being done without anyone being informed. The greater the level of exposure, the greater the chance for scrutiny, less likely harmful agendas are likely to proceed. (Their used as pronoun, as the group contains individual of either of the two sexes, not to use non gendered pronouns per se.)
People should be more aware of that there are contentions around having (what I hold to be) men in women's spaces, men in women's sport and the medical support for removal of healthy and functioning organs (especially by people, generally under the age of consent to other life changing actions)

As for Biden, he was in a no win situation. Failing to proclaim he would be attacked for not supporting this group, which his most ardent supporters care deeply about. Whereas proclaiming it, he must have known that his opponents would use it against him. US elections are about energizing the base, and getting the base out to vote. Giving his opponents the line that, "Creepy Joe cares more about ensuring men can enter your daughters bathroom, and less about Jesus." is a great way to energize their base..
