There is nothing in the ammendment which gives the WHO authority to impose any restrictions on a member state - such as lockdowns. That is entirely the decision for the member state.

You can suggest that as long as I can suggest that you know very little about the training that the National Guard receives, they are frequently used in a law enforcement assistance mission. Not all that long ago in Washington D.C. and on the Southern Border.Yes, what a complex civil crime problem needs to solve it is the deployment of part time, poorly trained reservists with no skills in policing and no minimum use of force training inside a dense urban environment.
