The title of the link is completely false. As anyone could see by wading through the 13 pages of the agenda noted. The WHO is only allowed to assess the dangers of a potential pandemic and to inform all members of the risk, as can be seen in the excerpt below:

There is nothing in the ammendment which gives the WHO authority to impose any restrictions on a member state - such as lockdowns. That is entirely the decision for the member state.

I suppose it was always going to come to forced complicity rather than simply trying to control the narrative to convince the masses to comply. It was difficult to say follow the science while one side in science tried to silence the other. National Guard would have and still should be a viable solution the the continuing war of death in Chicago, it is obvious that the local law enforcement do not have the support to deal with the problem, FIVE young people were killed last weekend and nothing is being done by the mayor.

Are you referring to the spike in shootings and homicides in Chicago from 2015 through to the present day (excepting the COVID induced lull)?

The National Guard wasn't called up - about 20 extra FBI agents were seconded to the city to help (in addition to the 120 that had been sent by the Obama Administration, plus all the other alphabet agencies already there).

That crisis is ongoing - 2021 was the worst year since the mid 1990s for shootings and murders in Chicago.

It's a product of a complicated, multi-sided gang war and a few other structural factors.

A close friend is a criminal attorney in Chicago, and its his take that a big part of the surge is because the top level leaders from some of the biggest gangs were arrested on federal racketeering and drug prosecutions in 2012 thorough to 2016. This left the middle level players as free agents, and the previously stable gangs are splintering into factions that are fighting between themselves and between other gangs as everyone seeks control.

Another huge problem is that the large gangs have been supplanted/replaced by 'cliques' - small groups that tend to use guns as their first resort in settling arguments. Any arguments. Stupid stuff like someone cutting in line at a fast food place. They tend to be young men who are (semi) employed, or go to school/university, and aren't really involved in traditional 'gang' activities (drugs/vice), but they have become a worse problem in terms of barely provoked acts of violence.

You can suggest that as long as I can suggest that you know very little about the training that the National Guard receives, they are frequently used in a law enforcement assistance mission. Not all that long ago in Washington D.C. and on the Southern Border.
