God “created” (Hebrew: “bara”) here in Genesis 1:21 and it means to “cut down” in this context. “Bara” can mean “create” or “to cut down”.
God cuts down “great” or the high "whales"…that is, God cuts down the high “tannıyn” .

(21) And God created great whales, and every living creature that moveth, which the waters brought forth abundantly, after their kind, and every winged fowl after his kind: and God saw that it was good.
So what is being “cut down” here?
The “Tannıyn” which comes from “tan” which comes from an unused root probably meaning “to elongate; a monster”.
These are long-held (elongated), tough-to-break, stubborn, prideful ideologies/private interpretations of man that only God can cut down with His Spirit that speaks the Word of Truth so that we may be a kind of firstfruits of His creatures.
A "tanniyn" (to enlongate) such as a crocodile is a tough beast to fight….and so are the many common group-think erroneous ideologies of men that are long-held and supported by many minds. Even Pharoah was called a “tanniyn” in the Scriptures because of His pride and very stubborn heart.
They (the "tanniyn") are called “strongholds” in 2nd Corinthians of which through God are pulled down.
2Co 10:4-5 KJV
(4) (For the weapons of our warfare are not carnal, but mighty through God to the pulling down of strong holds)
Every “high thing”….every great/high “tanniyn” ….that exalts itself against the knowledge of God is cast down. All reasonings of mankind (every “imagination”) is cast down.
God cuts them down with His Spirit and brings into captivity every thought to the “obedience”…that is, ATTENTIVE HEARING…of Christ who speaks to us via the Living Waters of the Spirit sent from Heaven. The Living Waters stream forth many words of Truth to those who will hear.
(5) Casting down imaginations, and every high thing that exalteth itself against the knowledge of God, and bringing into captivity every thought to the obedience (attentive hearing) of Christ;
Every living creature….every living soul… “moves”…that is, glides swiftly: this is about being quick to hear (the attentive hearing of Christ) the interpretation of Christ who speaks in the Living Waters whose interpretations of the Scriptures casts down all of man’s private interpretations.

We hear the Word of Truth via Christ who speaks in the Living Waters of the Spirit.
All other interpretations of man is brought low in the hearing of the knowledge of God.
And we are to be swift to hear….the attentive hearing of…. the words of Christ...and not seek to defend those long-held, stubborn religious ideas of earthly men who privately interpret what they think the Scriptures are saying.

(19) Wherefore, my beloved brethren, let every man be swift to hear, slow to speak, slow to wrath:
And when we hear His words spoken in the Living Waters and receive them with joy, we are to praise God with many words (the “fowl that fly above the earth”) of thanksgiving. There are different words: words of glorifying, words of praise, words of thanksgiving, etc.
