You are correct there is no alternate plan and people who reject the Johnny come lately UR doctrine don't claim there is. We read the entire Bible not just the handful of out-of-context UR proof texts. And we don't resort to emotional arguments as do all UR-ites..
Was God 100% successful in the OT?
Note this passage from Jeremiah. God said “I have caused to cleave” That word is הדבקתי/ha’dabaq’thi. It is in the perfect or completed sense. God’s will, expressly stated, for the whole house of Israel and Judah, not just an elect, predestined, chosen, few, was for all of Israel and all of Judah to cling to God as a belt clings to a man’s waist. It was done, finished, completed, in God’s sight, and, according to some arguments presented, nothing man can do will cause God’s will to not be done. But they, Israel and Judah, would not hear and obey, their will, vs. God’s will, So God destroyed them, vs. 14.
This passage very much speaks to the issue of salvation, God’s sovereign will, and man’s free will and agency. God stated very clearly what His will was, in terms that cannot be misunderstood. But, because the Israelites would not hear, and obey, God destroyed them, instead of them being unto God, “for a people, and for a name, and for a praise, and for a glory, vs. 10.”

Jer 13:1 Thus saith the LORD unto me, Go and get thee a linen girdle, and put it upon thy loins, and put it not in water.
2 So I got a girdle according to the word of the LORD, and put it on my loins.
3 And the word of the LORD came unto me the second time, saying,
4 Take the girdle that thou hast got, which is upon thy loins, and arise, go to Euphrates, and hide it there in a hole of the rock.
5 So I went, and hid it by Euphrates, as the LORD commanded me.
6 And it came to pass after many days, that the LORD said unto me, Arise, go to Euphrates, and take the girdle from thence, which I commanded thee to hide there.

Note, verse 14, God said He will NOT have pity, will NOT spare, and will NOT have mercy but destroy them.
I know what God said here but I cannot find one verse spoken by God, Himself, where He says unequivocally that all mankind will be saved, reconciled etc. righteous and unrighteous even after death.

What part of His infinite goodness is evading you? Perhaps it is His forbearance & patience that escapes your grasp? Or, is it His gentle drawing that makes it not possible to behold the end of Father's "wrath"?

Who is the "us" in the verse above, Rom 8:39 , is it all mankind?

Romans 8:1

The "us" in Rom 8:39 is "them which are in Christ Jesus, who walk not after the flesh, but after the Spirit." NOT all mankind.

Rom 8:4
(4) That the righteousness of the law might be fulfilled in us, who walk not after the flesh, but after the Spirit.

The "us" in Rom 8:39 is the same "us" in this verse those "who walk not after the flesh, but after the Spirit." NOT all mankind.

Rom 8:7
(7) Because the carnal mind is enmity against God: for it is not subject to the law of God, neither indeed can be.

Those who are not "us" in Rom 8:39 cannot be subject to the law of God.

Rom 8:11

The "us" in Rom 9:39, does not include those who do not have the spirit indwelling.

The "us" in Rom 8:39 does not include those who are debtors to the flesh and live after the flesh.

Rom 8:16
(16) The Spirit itself beareth witness with our spirit, that we are the children of God:

The "us" in Rom 8:39 does not include those who are not children of God.

8:28
(28) And we know that all things work together for good to them that love God, to them who are the called according to his purpose.

The "us" in Rom 8:39 are only those "who love God, to them who are the called according to his purpose." not all mankind.

Rom 8:33
(33) Who shall lay any thing to the charge of God's elect? It is God that justifieth.

The "us" in Rom 8:39 only includes "God's elect" whom God has justified, NT all mankind.

Rom 8:38-39

Those that have the 2nd death are never resurrected again from it. There is only one resurrection unto li9fe---the first resurrection---the 2nd is to damnation---to the 2nd death from which no one come out alive and you have never been able to provide any verse that shows anyone coming out of the lake of fire to live forever with God. Eternal life is given to the saved only. You also have never provided a verse that says eternal life is given to the lost.
