In another thread there was a comment about the difference between "upon" and "indwelling" so I looked for indwelling and didn't find it. So far, they have all been "upon".
From what I've read, in the following verse dwelling 'among' means dwelling 'within.'

While the roles of the humans in the interaction, the miracle department remains with God. Humans can dance, sing, babble, pray, do set rituals, say canitations, etc etc etc... but without God there is no miracle.The miracles happened with no human input apart from Moses' and Aaron's ears, eyes, voices, hands and arms. OK? Oh, and all the relevant muscles and fluids etc within their human bodies.
