Yes, I have run into that. There are a fair number of TV programs that I don't care for (and even absolutely cannot stand, and for various reasons), yet I find their theme songs pleasant.
Prime examples (for me, anyway) are:
The Golden Girls - a really tacky program, but I love the smooth, easy-listening theme tune entitled Thank You for Being a Friend .
Married With Children - One of the worst shows of all time, but uses a classic hit by Frank Sinatra from the '50s (Love and Marriage)
Roseanne has a bluesy instrumental theme.
Batman - I usually get a kick out of programs most other people consider cheesy. However, this is one of those programs that go over the limit, even for me. The theme tune is quite catchy; it's one of those ones you can't get out of your head: "Na-na-na-na-na-na-na... BATMAN!" Yes, the theme song is cheesy, too, but not to the degree of the actual show.
