Yes, it is certainly up to God. Though, I think there is biblical evidence a plenty that supports God's mercy on children as well as the ignorant/mentally ill ones. I'll go back to my bible, find the few I have in mind and post them when I have more time. Don't forget the parable of the talents for one.
