This is a type of useless, rhetorical question.

It is one of the most profound questions that can be asked of any government. Why do you suppose the ancient Romans raised it in the first place? (Quis custodiet ipsos custodes?)

In a democracy like America, the Congress, debates, then passes laws.

No, Congress votes on proposed laws. Debate? Congress is too polarized for any serious debate.

It is not Congress, who owns the big AI companies.

No, they (and the other plutocrats) own Congress (along with the govt of Israel).

So the regulation is apart from the ownership concerns.

And pigs can fly.
