He was the greatest man born from women and he prepared the Lord for his sacrifice. I mean heck John the Baptist even testified to the Lord taking away the sin of the world the very next day he was baptized.
He also doubted that Jesus was the Messiah while in prison.
So in my belief to be born of water and the spirit means to believe the lord atone for your sin (took all sin via baptism, bled all sin away, ressurected) then be born a second time. Not the typical view of 'oh i have to be baptized!'
Baptism represents our resurrection from the dead, we are dead because of sin and the death of Jesus atoned for these sins and the Lord's resurrection raises us to new life and we are able to take on the new man by faith(represented by going under the water and raising again to new life). You are putting way too much emphasis on John the Baptist and the Lords baptism. God did not need man to help Him in providing atonement, He did it all Himself. Even the application of sin to Jesus on the Cross by the Father.
