Did Arpaio round up every brown person in his county? I don't think so. If he didn't then he had a reason why he picked up certain ones. It was because they were suspected of being illegal. If so he could pick them up. I'm not saying he did all the right things in the right way. He should have had a narrow set of circumstances by which suspected illegals could be detected and picked up. He was addressing a serious problem. Profiling is a legitimate way to begin an investigation.

Can any of his victims seek compensation legally?I see a sweet irony in this. By giving him a pardon, Trump basicly doomed him, as accepting a pardon is admission of guilt (supreme court ruling). That definitely be used as a basis in civil court.

When a poor person gets arrested, he can get fired for not showing up at his job, then lose his lodgings being unable to pay rent because of losing his job. This is not a trivial matter.

Was brought to court for holding a citizen under suspicion for being illegal. I haven't read that court case. The court ordered him to stop holding suspected illegals. Which IS legal. You hold them and ICE checks them out. You don't have to prove they are illegal before holding. The judge ordered him to stop. I don't care who the judge was. He was legislating from the bench telling him to stop holding illegals or suspected illegals. He was telling him not to uphold the law.
