I think he went to that great cartoon boneyard in the sky, along with Tom & Jerry, Deppity Dawg, and Powwow the Indian Boy.

Some of them are still around---Bugs Bunny and Mickey Mouse will apparently go on forever, and sometimes, a few of them come back from the dead, like Betty Boop; but Felix, I fear, is gone forever.
