Is the everlasting gospel lastly preached by angels before or after the two witnesses testify and 2 Thessalonians 2 occur?
As per Matthew 10:23 human being reps cannot complete the global ministry as symbolized there by "[cities] of Israel". So, when Christ arrives as per Revelation 11:11-12, Matthew 24:29 and Revelation 14:1 (a post arrival milestone) he must employ his angels to ensure all human beings receive the Revelation 14:6-7 "everlasting gospel" offer and thereby "complete" the global ministry.
As per Romans 2:12-16 even humans who do not "know Christ" but have obeyed the law of love by means of their own conscience must be SAVED. The big hint this is true again, is in Matthew 25:31-40. Now you have read Matthew 25:31-46 correct? Probably. And so have most Christians. Yet, those final "sheep" are SO NEWBIE they ask what would be silly questions to Christ like "when did we see you naked and thirsty?".
Thus, those people most likely have not even read Matthew 25, yet they are saved and surprised at being blessed in such a capacity so they must have been basically good people as far as the law of love would determine; as Christ said "the word I have spoken" is what will judge mankind and we need not carry a threatening message when basic people of caring even if not "knowing Christ" WILL be saved as guaranteed by the angels of Christ tasked with the final directives well out of human hands by the time of Revelation 14:6-8 time.
THAT is why we call it "THE good news".
Now since angels are involved even now in stealth ways to eventually aid the "two witnesses" final warning of a notable 1260 days, they complete the ministry for Christ, really Christ HIMSELF must COMPLETE the very ministry he began, albeit in "great power and glory" in the very end.
Because we know the symbolism of Revelation 11:11-12 of the Christ arrival for the sheep gathering task FIRST, we know Revelation 14:1 is a completion of a certain portion of that gathering, and thus the angels of Revelation 14:6-7 must be in 100% ministerial completing capacity AFTER the final "two witnesses" (Revelation 11:3) warning has been completed as per Revelation 11:7 with world government "ascending" (Revelation 17:8-11) into complete final "8th King" "scarlet wildbeast" global "one hour" of power (Revelation 17:12) as a global mega-sign all will be able to see to aid the "big salvation" coming with those final events.
In effect, Christ cannot arrive until the rival world government is completely warned and ready for war with the King of kings as per Revelation 19:11-21 finale sequence. A final warning and "open salvation offer" of Revelation 14:6-8 backed by indomitable angels of Christ has to be made known first, and the [guaranteed] "open salvation offer" is that Revelation 14:6-7 offer when it is being realized for all the people who will accept the offer.
We have about 15+/- years until we enter this period of world government completion AFTER the coming world war "sword stroke" of Revelation 13:3 (Isaiah 41:1) as "healed" into said rival global sovereign finale entity. Obviously, no one will be able to miss these events as they lead to the things which must soon take place as per Revelation 1:1.
In the meantime, we can tell people about this gospel offer which is guaranteed to get far clearer as we enter and exit the world war phase coming up. And that "sword stroke" is the "tribulation of those days" PORTION of the Matthew 24:29-31 and as explicitly stated that is why Christ arrives AFTER the "tribulation of those days" has resolved with the "sword stroke" context it is, into the said global "healing" of Revelation 13:3.
In this way, the fake "doomsday" scare merely resolves into global recovery as the highly positive global context in which world government is presented to mankind, rather than crisis. The fact is that "world peace and security" (1 Thessalonians 5:1-3) under world government is far more effective to encourage people to accept the wildbeast than "doomsday" which was just the scare tactic to make the recovery all the more globally hopeful for said purposes of Revelation 13:3 and Revelation 17:8-11.

Part of the living "good news" is we now know how the final cycle shall unfold and why and how big the salvation shall become known, in time. From God's standpoint, a highly positive "open salvation" guarantee is also more useful than doomsday hype (2 Thessalonians 2:1-2; Matthew 24:6; Luke 21:9) to get through to those who will be saved, even live and real-time as per Matthew 25:31-40.
It really is good news.
