Abortion is illegal in Alabama; so one can't conspire to commit abortion, while within Alabama's borders.

That's not how any of this typically works. It's not an illegal conspiracy to plan to go somewhere else to engage in an activity that's perfectly legal in the destination.

It's not illegal to plan to go to an out of state casino when your state bans casinos.
It's not illegal to plan a trip to Reno to visit the Bunnyland Ranch when your state bans prostitution.
It's not illegal to plan a hunting trip in the mountains when your municipality bans hunting in the city limits.
It's not illegal for an architect to draw up plans to build a skyscraper when his office is located in a town that limits buildings to 3 stories.

There are a few problems with your analogy. First off, it is federal law, not state law. The federal government is given explicit power to regulate matters of interstate or international commerce. This is not a power the states have. Second, with the exception of the Wire Act, they are specially require gambling to be illegal in the state in which it is being committed to apply. The Wire act is different, but I think that's because wire transmission happen in both states simultaneously. The closest analog to this situation would be the Travel Act, which again requires the action to be illegal in the state it is occuring in, not the state the person is traveling from.

But regardless, that's not relevant because we are talking about the actions of the state of Alabama, not the federal government.
