there is never a good reason
In this context it is.
not allowing children to have a driver's licence is based on the qualifications of having a driver's licence. Refusing to hire someone to perform surgery because they don't have the education, training and experience to safely perform surgery is not discrimination. If you however won't hire a potential surgeon because they are black regardless of qualifications is discrimination. Pulling the alternate definition of discrimination ploy that you have done here is just a way of making yourself feel better about actual discrimination against minorities
and a generation ago people said that it is justifiable discrimination to not allow African American's to use the same restrooms as white people.
You're trying to change the complete definition on the word, "discrimination."
As I posted earlier, it's not always about race and gender, but other issues as in your example about discriminating against people who don't have the qualifications to drive a car or perform surgery.
Don't compare gender identification with race, they're two different things.
A person can't change their race, but the majority of children who first identify with gender dysphoria, grow out of it.
Discriminating against a person because of race is wrong.
Discriminating against a male who wants to use the ladies locker room is justified.
