I think iI have a relatively some question (for once). :)
Act 3:19-20 KJV Repent ye therefore, and be converted, that your sins may be blotted out, when the times of refreshing shall come from the presence of the Lord; (20) And he shall send Jesus Christ, which before was preached unto you:​
Those who believe the "church" began at Pentecost (Shavuot - see, I have been studying ;) ) say that Peter had no Authority to offer or even continue the ministry of John the Baptist & the earthly ministry of Christ.

It's my understanding that (1) Peter is preaching the same Word that began to be preached with John the Baptist - Act 10:37 (2) The "the times of refreshing " is a referrence to "His Rest" or the yet future millennial kingdom (3) Peter is also saying that IF Israel repents, Christ would return.

During Peter's previous speech he states:
Act 2:16 But this is that which was spoken by the prophet Joel;​
...Now, it seems the main context of Joel is centered around "Day of the L-rd". Which then dealt with the (a) Judgement, the future (b) Repentance and the (c) Restoration of Israel.

Mat 21:43 Therefore say I unto you, The kingdom of God shall be taken from you, and given to a nation bringing forth the fruits thereof.
Luk 12:32 Fear not, little flock; for it is your Father's good pleasure to give you the kingdom.​
It's my belief that the restoration of Israel talked about in Joel is this "New Nation" of believing Israel which was given the Kingdom (also called a little flock in Luk 12:32) - which i believe Peter was the head.

When i read the section labled " At this point, let's make a comparison." here http://www.hebroots.org/chap6.html - it kinda seemd to confirm this....

I guess my question is: Do you believe Peter continued all that Christ began to do and to teach and offerered the Kingdom (times of refreshing) in early part of Acts?

There is only one time that the sins are blotted out, and that is during the Day of Atonement, the face to face encounter, and I beleive that when the fulfillment time comes for the fall feasts to become a reality we will have the times of refreshing.

Psalm 51:10 Create in me a clean heart, O God; and renew a right spirit within me.

Isaiah 40:31 But they that wait upon the LORD shall renew their strength; they shall mount up with wings as eagles; they shall run, and not be weary; and they shall walk, and not faint.

Isaiah 41:1 Keep silence before me, O islands; and let the people renew their strength: let them come near; then let them speak: let us come near together to judgment.

Every Day of Atonement you keep is a rehersal for the real event that will occur on the fulfillment Day of Atonement (judgement for others).

Romans 12:2 And be not conformed to this world: but be ye transformed by the renewing of your mind, that ye may prove what is that good, and acceptable, and perfect, will of God.

Colossians 3:10 And have put on the new man, which is renewed in knowledge after the image of him that created him:

Titus 3:5 Not by works of righteousness which we have done, but according to his mercy he saved us, by the washing of regeneration, and renewing of the Holy Ghost;

What better day that the Atonement when all sins have been prayed over sins the first day of Feast of Trumpets...and onwards...all the days of AWE...until there is only the unknown sins, the iniquities of the mind, and they are prayed for covering on that Day.

Now that to me is what Peter is talking about...for Acts 3:19

In immediate connection with the scenes of the great day of God, the Lord by the prophet Joel has promised a special manifestation of His Spirit. Joel 2:28. This prophecy received a partial fulfillment in the outpouring of the Spirit on the day of Pentecost; but it will reach its full accomplishment in the manifestation of divine grace which will attend the closing work of the gospel. . . .

And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions . Joel 2:28.

Multitudes, multitudes in the valley of decision: for the day of the Lord is near in the valley of decision . Joel 3:14.

Be glad then, ye children of Zion, and rejoice in the Lord your God: for he hath given you the former rain moderately, and he will cause to come down for you the rain, the former rain, and the latter rain in the first month . Joel 2:23.

Blow ye the trumpet in Zion, and sound an alarm in my holy mountain: let all the inhabitants of the land tremble: for the day of the Lord cometh, for it is nigh at hand. Joel 2:1.

Alas for the day! for the day of the Lord is at hand, and as a destruction from the Almighty shall it come. Joel 1:15 .

"Be glad then, ye children of Zion, and rejoice in the Lord your God. . . ." Joel 2:23. "In the last days, saith God, I will pour out of my Spirit upon all flesh." "And it shall come to pass, that whosoever shall call on the name of the Lord shall be saved." Acts 2:17, 21.

"And ye shall know that I am in the midst of Israel, and that I am the Lord your God, and none else: and My people shall never be ashamed." Joel 2:27.

The object of the fast which God calls upon us to keep is not to afflict the body for the sin of the soul, but to aid us in perceiving the grievous character of sin, in humbling the heart before God and receiving His pardoning grace. His command to Israel was, "Rend your heart, and not your garments, and turn unto the Lord your God." Joel 2:13.

Do you believe the complete fulfillment of Joel's prophesy (when the Spirit is poured out on ALL Flesh, the nation is restored, etc...) awaits the time when the nation repents and turns to God? i.e. end your heart and repenteth him of the evil...

God's promises nor His Word returns to Him void. He knows the end from the beginning and is just walking us through the steps.
