His say is limited by the wonders of vertebrate biology*, how she feels about him, and however the abortion laws are written.
Dependent on the relationship between the parents, they may feel an emotional or moral compulsion to consider each other's feelings regarding a child.
The man may have input from an intellectual, ethical, or emotional standpoint, but the physical burden of the gestation of the fertilized egg is largely on the mother. I say "largely" in recogition of fathers who go get groceries, or whose
insurance pays for the prenatal visits, etc.
* - Except for seahorses and those women who file paternity claims against men they've never been in the same state as, let alone performed coitus.
