There is a Catholic cathedral to pray for Russia.

Should there also be a Russian Orthodox cathedral
to pray for the European Union and the United States ?
I think the cathedral in Portugal arises out the alleged apparition of Mary wherein visionary "peasant" girls said that Mary called for prayers that Russia would "return to the unity of the Catholic Church" and that there should be a consecration to Russia and various rosary and prayer requirements were mentioned, I believe. And the growth of worshippers congregating in Fatima over the years after the apparitions led to the cathedral. A couple popes have given their blessing to that I believe, even though it was/is a small village.

So it was Russia/Fatima-specific. I don't think it was calling for specific cathedrals to pray for various other countries. Although prayers for other countries are certainly always in order.

Shorter answer: It's a Catholic thing.

Its also rather condescending and offensive to the Orthodox, since Russia and Ukraine have been Christian under the One Holy Catholic and Apostolic Church for over a thousand years, withstanding persecutions from Genghis Khan, Tamerlane, Czar Peter the Great, the Bolsheviks and their successors in the Communist Party of the Union of Soviet Socialist Republics and their Chekist secret police, and Islamic terrorism.

It wasn't a Cathedral to begin with, so the OP was/is sadly mistaken.
Yeh, probably the right word is basilica rather than cathedral because it is dedicated to a special purpose rather than the home of a diocese. Not sure. I am not that fluent in Catholic.
