The word of God is alive and powerful, it's sharper than a two edged sword.
When God speaks to us whether in letter form, the Bible, or in Spirit, inspiration, it produces within us a struggle of wills, God's will vs my will. Anytime I submit my will to God's will my conscience is clean but when I reject God's will ie: sin, my conscience gets spotted with guilt and condemnation. This guilt and condemnation produces spiritual death in me.
When I believe on the Lord Jesus, positionally I'm saved but experientially I may still be struggling with guilt and condemnation from my past.
What God is doing, through water baptism, is He is giving us an opportunity to experience life by using the same power of His word, that brings guilt and condemnation when we reject it, to bring cleansing and life when we obey it.
The power of God's word says,"Be baptized and have all your sins washed away". Our obedience to this command will produce a cleansing of conscience and brings an experience of new life because the power of God's word said it would.
