Unless the preparations were undertaken over a large period of time. Nobody would question small repairs or scheduled structural updates here and there.Except that kind of planning is impossible to hide, SOMEBODY would have noticed and asked "Excuse me, sir, where are you going with those fifty cases of commercial grade explosive?"
I'm not saying that I agree with the government conspiracy theory, but you have to admit that the U.S. government does countless things every year that the average citizen knows absolutely nothing about. They have the resources, money, and time to plan anything they want and keep it as secret as they feel it needs to be. You're deluding yourself if you think there's some kind of transparency or taxpayer oversight in the government's business.
Again, I don't hold to the idea that the government planned and carried out the attack. I just don't think they really acted to prevent it. They've done enough in the past to make me believe that anything is possible.
