Here is what the verse says -That isn't important and has nothing to do with the rapture. He doesn't only appear to believers when he returns and people are raptured. He is still in the clouds when the people raptured meet with him, then he descends and the entire world sees him.
9:28 So Christ was once offered to bear the sins of many; and unto them that look for him shall he appear the second time without sin unto salvation.
"unto them that look for him". It is only to believers that He appears. It doesn't say that every eye with see him - that is for His second coming. Not everyone is looking for Jesus for the rapture/resurrection.
In Revelation 19, it doesn't say anyone is resurrected or raptured. What it does says is that the armies of heaven follow him - which are the saints.
Revelation 19:14 And the armies which were in heaven followed him upon white horses, clothed in fine linen, white and clean.
