binding

Can someone explain binding and loosing to me? I am trying to get my head around it for a sermon. In Matthew 16:19 it talk about Peter being given the authority to bind and loose and then in Acts 2 he opens up the doors to heaven with his talk at Pentecost. But also seems Matthew 18:15-20...
