The section is called synonyms and similar words. "Decimate" means to destroy one tenth of. "Obliterate" means to destroy completely. Both are words referring to destruction, and therefore similar, but they are not synonymous.
The "destroy one tenth of" was the historical meaning, but modern usage has expanded beyond that. That said, to be fair, decimate is still normally intended to mean destroying a large portion of something, but generally not complete destruction as obliterate does. Nevertheless, various thesauruses will list obliterate if you look up decimate, and vice versa.

That the war raised the price of gas and groceries, hurt the stock market and tanked his approval ratings were apparently unforeseen by him consequences, not the motivation - so, no, you did not get that straight.
