Here's another account giving more specifics on the responses:
Anti-immigration protesters and federal agents again clashed Sunday night outside a hotel near the University of Minnesota campus in Minneapolis.
kstp.com
it says police were called because of a noisy crowd. One officer responded. As the crowd became disorderly, he called for help from both his own police and "outside agencies."
At this point accounts diverge. Police say:
"Minnesota State Patrol and Department of Natural Resources officers responded, and local authorities started working to disperse the crowd and surround those who needed to be arrested.
"Homeland Security said Bureau of Prisons officers were actually the first to get to the scene, doing so shortly after 7:13 p.m., and confirmed Border Patrol agents were housed at the hotel.
"According to DHS, “agitators” then started putting vehicles and trash cans on both sides of the street and smashing the hotel’s front door glass. Some also damaged vehicles outside and caused other damage.
"The Minnesota Department of Public Safety, on the other hand, says that as state and city police were working to encircle the protesters to make additional arrests, “federal agents arrived without communication and deployed chemical irritants, clearing the group.”
It seems that it's false to say that Minnesota police did not respond. For details, we have a disagreement that I'm not in a position to judge. One problem with Noem's obvious lies is that it tends to push me to believe the police when they disagree with Homeland Security. But it's certainly possible that not everything they say is false. It's even possible that we're seeing differing perspectives on the same thing, with Homeland security not coordinating with or taking account of police activity.
Certainly if I were Minnesota police, once Federal agents arrive I'd stop what I was doing. The last thing they need are two forces not coordinating with each other and possibly coming into conflict.
From the article the OP quoted:
"Some Minneapolis residents said what began as a peaceful protest escalated into a confrontation when federal agents used chemical agents and physical force against crowds, including blocking streets with garbage dumpsters and dragging protesters into police vehicles."
