That site's explanation is a little simplistic. While the modern Department of Defense does the job of the old Department of War, it also has further responsibilities and branches that weren't part of the DoW's purview. The Department of War only managed the Army (and the Army Air Force). We already do that, as one of the prime arms merchant countries on the planet. We've done it that way since WWII. Don't pretend otherwise, which calling the DOW (which it really is) the DOD (nicer sounding name) is all about.
