We know that each state is in charge of supervising their own elections. Federal oversight would most likely be concerned with foreign government interference/cybersecurity, etc. Therefore, qualifications would likely be pursuant to some expertise in that area.
What's defined as expertise in that area?

That didn't answer the question. But you did clarify the real and only tangible complaint. She challenged the sketchy 2020 election process and results. Even though the left and democrats challenged the 2016 election as being illegitimate, rigged etc.

Well, the differences here are that we have several official and non-partisan independent investigations that all found and reported that Russia had interfered extensively to hurt Hillary. And we also know that Putin wanted Trump to win so as to obtain a foreign policy favorable towards Russia in regard to annexing Crimea. So, the assertion that the fairness of the 2016 election had been compromised against Hillary actually has substantive merit. Moreover, unlike Trump, Hillary did not lie and claim definitively that she had actually won the election.
