That's why Congress directs the enumeration of everybody every ten years.
Congress? The US Constitution doesn't make a distinction between citizen and non-citizen. Article 1, Section 2, Clause 3, AKA the Three-Fifths Compromise Clause, directs that apportionment is to be based by a count of all free persons, excluding Indians not taxed. The latter is likely a nod to Indian nations being exactly that: separate nations. Indians taxed would be a nod to being subject to the US and the whole taxation and representation thing. The only way not to count a Illegal is if they're not taxed, and if they're employed here and not paying taxes, they've got bigger worries than being counted in the census, whether they realize it or not.

The only way to change who gets counted in the census is by Constitutional amendment. Directing not to count illegals is sure to trigger lawsuits and be ruled as unconstitutional.
