The majority of the culture originates from the Golden Horde which is from the Genghis Khan lineage. There were other groups in competition with them, but the golden one won out.

The culture is markedly different from their European neighbors because it has a different way of doing things culturally.

You could give them a seat at the table, but it would be problematic since it obvious they do not play by the same rules.

If Russia could meet the requirements to be eligible for a seat on the EU Parliament, that would help. The Copenhagen Criteria are fair and reasonable. All Russia would need to do is:

Have a working, transparent democracy with regular, open, free and fair elections which are monitored by international observers.
Conform to EU political, security and economic aims as established and set by the European Council, European Commission and Parliament.
Meet basic human rights standards as laid down by the European Court of Justice and European Court of Human Rights.
Adopt EU rules and regulations.
Have a government that obeys the rule of law, both domestic and international. This means they'd not only need to end fighting in Ukraine and go home, but also give back Crimea, the occupied parts of Georgia and relinquish its de facto control of parts of Moldova.
Comply with open market and stability conditions for the economy and to adopt the euro.


If Russia wants seats, that's all it needs to do.

Huh? It's just a series of non-sequiturs with you. Does anything actually sink in, or are you just a particularly dim LLM?

Lviv is not Russian. It's not governed by Russia, or in any way controlled by it. That means Russia has zero say about what it does or doesn't do (including what currency it uses). Individual cities do not get to decide what currency they use - that's in the remit of nation states.

Russia will only get seats in the EU if they meet EU membership criteria. Drug tests don't enter into it, although I rather suspect that certain members of the upper echelons of the Russian government enjoy copious amounts of Bolivian marching powder, not to mention all manner of uppers, downers and everything in between.
