I think the big issue here isn't the chat itself. Signal is an encrypted and authorized app. The real screw up is inviting someone to the chat who shouldn't have been. Someone really screwed that up. Now I have no idea if it was criminal or not because I don't know the laws surrounding this. I have a feeling none of you do either. And I also do not know the specific policy regarding using signal on a personal phone instead of a government phone. Is there a law against that or Is it a policy? Who sets the authorization for it?

Did the reporter break any laws regarding receiving the information and continuing to read it?

There is a lot here to break down. But I think we can all say with certainty that inviting the journalist to the chat was a major screw up by someone. And having an investigation as to who that would be is entirely appropriate and holding them accountable for it is also appropriate. Even if it was a mistake.
Discussing imminent strike plans on personal phones using an commercial app is not authorized by any of the intel agencies.

When the Atlantic’s story broke on Monday, worldwide Signal downloads on iOS and Google Play were up 28% from the daily average over the last 30 days, per app intelligence firm Appfigures. In the U.S., downloads were up 45% on Monday, and in Yemen, they were up by 42%. Before the scandal, Signal was ranked No. 50 among social media apps in Yemen, but it climbed to No. 9 on Monday.

John Gadzinski, a former Navy F-14 pilot who flew combat missions from aircraft carriers in the Persian Gulf. “But ultimately, if you can’t admit when you’re wrong, you’re going to kill somebody because your ego is too big.”
He and other pilots said that each day since Monday, when The Atlantic published an article about the chat disclosures, had brought a stunning new revelation. First came the news that Mr. Hegseth had put the operational sequencing, or flight schedules, for the F/A-18 Hornets targeting the Houthi militia in Yemen on March 15 in the unclassified Signal group chat, which included several other senior officials.
“We intentionally don’t share plans with people who don’t need to know,” said one Navy F/A-18 pilot, who has flown frequently in missions in the Middle East. “You don’t share what time we’re supposed to show up over a target. You don’t want to telegraph that we’re about to show up on someone’s doorstep; that’s putting your crew at risk.” He and several other current and former pilots spoke on the condition of anonymity to avoid reprisals from the Pentagon and from allies of President Trump"

Yeah it's just another nothing burger. Just knowing that an attack is coming dosen't mean the Houthis can prepare and be ready with heavier weapons. And it's not like the targets were in the same areas they have been since 2023 because of their logistics chain, and everyone knows that you can't shoot down an aircraft unless you know the squadron name, aircraft number, pilots name and address, the crew chiefs name, the squadron mascot, and what their last meal was. And the pudding on the cake is the Secretary of Defense is the same rank I am so it was a perfect plan because I'm a genius.

And btw, after being called a fool, a liar, and a hack, by the Trump admin. Prior to being goaded into publishing the chats, the Atlantic journalist reached out to the CIA, DNI, NSC, DoD, and the White House to ask if they objected to publication of full text exchanges.

The CIA asked that the name of a CIA officer be withheld.

So they literally had the name of a CIA agent in the chat relevant to a strike plan. Mistakes are made, but the arrogance coupled with incompetence is just sad.
