Not instantly but quickly.
That started the parting of the sea.21 Then Moses stretched out his hand over the sea;
The dividing of the waters took some time. It was not instantaneous.and the LORD caused the sea to go back by a strong east wind all that night, and made the sea into dry land, and the waters were divided.
On the other hand, in the next chapter in the Song of Moses and Miriam, Exodus 15:22and the Israelites went through the sea on dry ground, with a wall of water on their right and on their left.
