I would decide this on a case-by-case basis by considering the following factors:

  1. Has he repented?
  2. How long ago was the adultery relationship?
  3. What was the duration?
  4. What is the impact on the congregation and the pastor's family?
  5. 1Tm 3:2 An overseer must be above reproach, the husband of one wife, sober-minded, self-controlled, respectable, hospitable, able to teach.
David committed adultery. He repented (2S 12:13). God did not remove him as king.

I think so, as long as he repents and his congregation knows about it. He will be unlikely to commit adultery again.
