Yes, she said it. Is that what her written speech said? In context, does "reduce population" or "reduce pollution" make more sense? I say, "reduce pollution".

I don't like Kamala Harris, if she ran for president at any time I wouldn't vote for her.

It was obviously a mistake. It's pretty clear to me she meant to say "pollution." But it was imo pretty harmless, though I do agree with you that some conservatives will jump on it as a weapon.
