The report calls for sexual activity to be decriminalized, even involving minors who can "consent" -- which experts should know minors cannot do.

Some instances they mentioned have unfair/unjust sex enforcement standards that need addressing:
* When the age of consent for sex or marriage is dictated by gender, caste, or income. For example, they cited a country where the age to marry/consent to sex for women is 12 while it is 18 for men. The reasons for the discrepancy is because poorer families want to offload their daughters ASAP, because patriarchal societies feel a lower age better guarantees a female virgin on the wedding night, because age-to-marry is determined when they’re able to have children, or because richer people want to exploit poorer through bribery and trafficking.
* When both parties engage in sex and are underage of a similar age, but the male is held to statutory charges when the female isn’t.
* Places that prosecute sex workers more harshly than the Johns for sex work. Examples include areas where sex work is a felony or heavy misdemeanor, whereas solicitation is a misdemeanor or ticketable offense only.
* When one or both parties are married off and underage via arranged marriage despite the fact that one or both may not consent to the marriage. Some places will fault those in the marriage or charge them with rape despite the fact they were coerced into the marriage.
* Instances where a woman is pregnant and underage but only the man is punished for underage sex despite the fact that they both engaged in it.
* Women being trafficked into the sex industry and being unable to escape, yet still being charged for crimes that occur related to their sex work despite their inability to escape.
* When a couple legally marries at an age that is consistent with the age of consent in their area and moves somewhere their marriage would not be valid because the age of consent is higher.
* Instances when age is reported by years instead of realistic age. For example, when girl has sex one week before her 16th birthday and a boy has sex two weeks after turning 18. By the law, an 18 year old had sex with a 15 year old, but by practice somebody who was about to turn 16 had sex with somebody who was still basically 17. By law, it looks predatory but by practice, two comparably aged people had sex.
In the article, they never say “adults having sex with kids should be legal.” They say that adolescent sex, marriage, and relationships have special considerations that should be examined to make sure one party or the other doesn’t take the brunt of the consequences from underage sex. They defined the ages they’re focusing on is adolescents, aged 10-18. 10 because that’s the lowest age of marriage and consent in some member countries, and 18 because that is the lowest age of majority held by member countries. They also said that ideally it would be 13-18, but elected to choose 10 so as to highlight practical concerns that occur with a consent age being so low and the ramifications of such rules.
